The mild climate in Taiwan shows no distinction among the four seasons, making the whole year around like spring. Its exceptional soil ,climate and technology produces wholesome fruits and vegetables, earning Taiwan the nickname of Kingdom of Fruits . Under the trend of economic liberalization and internationalization, especially after Taiwan ’s accession to the World Trade Organization, domestic agricultural products have faced the double pressure of opening the market and reduction of customs duty.
In order to enable Taiwan to be more competitive in the international market after its accession to the World Trade Organization, agricultural agencies have planned development of optimal agriculture, safe agriculture, leisure agriculture and environmental protection agriculture for Taiwan ’s agricultural industry. In addition, the competent regulatory authority also has plans to enhance innovation and research and development as well as international marketing of the industry, hoping to seek a win-win situation for both farmers and consumers so as to maintain sustained development for Taiwan ’s agricultural industry and further gain name recognition for Taiwan ’s agricultural products in the international market.
In order to enable Taiwan ’s agricultural industry to be more competitive in the international market and shorten its agricultural digital divide to accomplish what the competent regulatory authorities have planned, Council of Agricultural Affairs, Executive Yuan employs Internet and e-commerce as the means to proceed in three aspects:
Enhancement of information infrastructure facilities in farming villages
By virtue of enhancement of information infrastructure facilities in farming villages, popularity of application of information network, effective upgrade of farmer’s ability in application of information and shortening of digital divide in farming villages, and selection of outstanding farming bodies or agricultural organizations, the competent regulatory authorities plan to set up model demonstration with expanded scope of application each year, thereby forming a demonstration area for agricultural cluster network.
In addition, the competent regulatory authorities also plan to enhance the e-commerce marketing ability of agricultural workers and popularize information education among farmers, assisting farmers to instill information technology in production management, thus upgrading the management and operation ability of farmers and establishing model unit for informationalized management of agricultural production and marketing squad. In all there are 100 agricultural production and marketing squads selected on the priority basis from two Counties in Taiwan as the trial target. In practice, by the informationalized needs for field management of crops the selected agricultural production and marketing squads require, subsidies for related information equipment are granted and information education conducted. Details include field data acquisition and micro-climatic information, etc.
Optimal farms with e-commerce system
With respect to domestic production and marketing squad, cooperative farms, farming associations and other farmer’s bodies, the competent regulatory authorities have selected 100 outlets to undergo guidance service for e-commerce application for agricultural products, integrating application of value-added digital catalog for agricultural products and differential commercial service of agricultural products. Joint efforts are made to promote marketing and innovative packaging at the same time and, through the marketing method of brand name, the competent regulatory authorities hope to establish an optimal farming brand name to instill in the production resume and create the maximum profit for farmers.
e-Commerce for agricultural products
Despite the prevalence of Internet today, the prerequisite remains availability of considerable information equipment such as PC and ADSL before one can expect to find information or execute transactions in the Internet. If a consumer does not have these information and network connecting equipment in the household, or housewives do are not familiarized with the network shopping method, there remains difficulties in network shopping.
e-Commerce for agricultural products figures to use public VOIP multimedia information device to solve the above-mentioned problem. Consumers may use the public VOIP multimedia information device (Kiosk)to access to local agricultural market information and place orders on the Internet. The arrangement will not only satisfy the objective of instant transaction consumers want, but also combine the VoIP network phone to allow visitors view the e-catalog, not to mention direct dialing the seller for procurement, takkyubin and payment, thus further integrating the e-commerce of leisure travel and procurement of agricultural products and providing instant individualized consumer service for agricultural products.
